The WSJ published an interview with Leszek Balcerowicz. Sometimes it feels good to be Polish. I remember Mr. Balcerowicz from meetings in 1980. He was right then; he is right now. For his contribution to rebuilding the Polish economy, he deserves a Nobel Prize. For a change, let us award someone not for a theoretical dissertation but for the success in implementing the theories advocated. On the margin, a few years ago, I had an idea of how a small change in the U.S. Constitution could allow us here to take full advantage of people such as Mr. Balcerowicz.
